Ellwyn Reed Stoddard, Jr., CTPM, CPPB was the Administrator for the Training and Certification Program under the Procurement Division at the Texas Building and Procurement Commission (TBPC).
In 1993 he negotiated reductions for Base Realignment and Closure actions (BRAC) as a Contracting Officer with an unlimited warrant. Just prior to the closure of Bergstrom Air Force Base, he was the Chief of the Contracts Flight with 433 base level contracts. This occurred when manning went from 12 to 6 administrators. His last federal position before retirement was as the Quality Assurance Evaluator Program Coordinator at Altus Air Force Base in Oklahoma.
In April 1994, after his Federal retirement, he joined the Texas Dept of Criminal Justice (TDCJ/Austin Office). He was recruited in 1996 from TDCJ to the Housing Authority for the City of Austin. As the Purchasing Manager he completed an audit of the four years of previous records, presented rules and guidelines then completed an Advance Contract Plan for the new Executive Director.
Mr. Stoddard has experience as a purchaser with TDCJ, was a purchaser with the Office of the Secretary of State, Purchaser W for a short period of time with General Services Commission and a Contract Administrator for Texas Guaranteed Student Loan Corporation. He has been on the Chapter Board of Directors, chaired the Professional Development Committee and was the Seminar Coordinator for Texas Association of Public Purchasers. He is also a member San Antonio Public Purchasers Association and the Lone Star Chapter of National Contract Management Association (NCMA). He has taught for Austin Community College, instructed NIGP purchasing classes and conducted CPPB review classes for UPPCC purchaser certification testing. Mr. Stoddard has conducted Toastmasters International officer training seminars, invited as a speaker to NCMA, ISM and NIGP chapter meetings.
Mr. Stoddard resides in Round Rock Texas. He has two adult children and one Grandson.
