--Since December 2001, served as Chief of the Civilian Personnel Operating Office, Operational Test Command (OTC), which includes employees assigned to four remote sites at Fort Bliss, Fort Bragg, Fort Sill, and Fort Huachuca, and employees assigned to field tests at other locations. OTC Command's staff advisor providing assistance/advisory opinions on civilian personnel programs and issues including recruitment, placement, benefits, classification, position management, labor relations, and management-employee relations. Plan, develop, adapt, and implement programs, policies and procedures in compliance with Army and Army Test and Evaluation Command Headquarters requirements. Spent the last year transitioning half the workforce into the Acquisition Demonstration Project, and will spend the next year planning the transition of the entire workforce into the National Security Personnel System.
--Equal Employment Specialist, August 1990 - December 2001, Equal Employment Opportunity Office, Fort Hood, Texas. Provided timely and accurate support to EEO Counselors, Labor Counselors, management and employees to resolve complaints of discrimination at the lowest possible level. Conducted informal complaint inquiries and mediations. Processed formal complaints, including complex individual/multiple complaint charges of discrimination, reprisal, coercion, intimidation and harassment. Researched case law, personnel policy, directives and guidance to make recommendations to counselors, mediators, attorneys, managers, and employees on appropriate course of actions and advise on implementation of approved actions. Provided training in areas such as diversity, sexual harassment, communication, socialization, and interpersonal relationships. Certified to teach DA Counselor Course, DA Prevention of Sexual Harassment course, and Leadership Education and Development course. At various times, managed the Federal Women's Program and Program for Employees with Disabilities. Assisted in planning and reporting on Fort Hood's Affirmative Action Program.
--Personnel Staffing Specialist, November 1984 to August 1990, Civilian Personnel Office, Fort Hood, Texas. Prepared staffing plans for organizations serviced. Conducted job analysis and developed crediting plans for a full range of general schedule and wage grade positions. Determined applicant qualifications, issued referral lists, committed positions to selectees, and documented personnel actions. Wrote and revised fact sheets on employment procedures and program requirements. Conducted a reduction in force for the Garrison competitive areas in 1988.
--Adjunct Faculty, January 1998 to August 1999, University of Central Texas (Now Tarleton State), Killeen, Texas. Developed syllabus, prepared lesson plans, taught and facilitated learning experiences, developed and graded written assignments and tests. Taught Industrial Psychology and Interpersonal Commucations.

Adopt-a-School program; Fairview Elementary School PTA and reading store programs;
and Girl Scouts.
